What exactly is IELTS? Who usually takes IELTS?

IELTS is now the most popular English test in the world. Not only is it required for immigration to many countries (Canada, Australia, etc.), but also students who would like to study in English speaking countries have to get a 6.5 or 7.0 (out of 9.0) in it before they can apply.

Isn’t IELTS the same thing as TOEFL?
